Sid Meier's Alpha Centauri. I like that each faction has their own ideology which informs what kind of bonuses or penalties a faction incurs.
When Beyond Earth (spiritual successor to AC) came out in 2014 it totally failed to capture this lore/gameplay integration in any kind of compelling way.
