Maybe they could just send their Sergeant at Arms over to the DOJ and FBI to ask politely. Without an enforcement mechanism, the Congress can't compel anything.

It's only illegal if you have an independent DOJ & judiciary. The DOJ is no longer independent and the judiciary is quickly losing its independence from the top down.
