In Indiana, we have Area 5 Agency on Aging to help with stuff like this. Your state might have something similar. I'm not sure if Area 5 is a federal or state level thing.

Does he have a case manager or a care coordinator? Sometimes they can help in situations like this. They can help you find a place to suit his needs & guide you thru getting it paid for.
