Actually, if you squint, the smaller sarissa phallanx aspis (telamon?) hung from the neck looks like a version of this concept.

Some of that may be iron being cheaper in say 1200. Plate over mail is also a response to the heavy cavalry lance, the best anti-armor weapon of the day. Horses got bigger and riders got better transfering thar force to a target.

When these were first developed, they were worn over a mail shirt, giving significant protection underneath the armor. They are also depicted mostly on mounted figures. When infantry are shown wearing them, it is common soldiers, who would not have a slave to carry their armor like a hoplite.
