Can confirm. I'm very careful where I wear my kilt these days. There are a lot of women who take them as an invitation to allow their hands to roam. Consent matters. I'd never take any form of dress as an excuse to touch anyone inappropriately.

IMO, it's 100% worth it. It only took an extra five minutes at the DMV and It's been helpful to me for getting in to some places that would be a hassle to get into without it. ( But my job does take me to a lot of secure facilities that I've had to use it at. )
