This is interesting with the way I'm doing this, because the original lines don't tell the kids anything but it's implied that she says it with such conviction they understand, but the dub lines have her outright say she's been where they are
Mitsuki: "I know it's sad and scary to be apart, but the stronger you believe that you'll never be apart the greater your chances are of being reunited!" Taiki: "How could you know how we feel?!" Mitsuki: "You see... long ago, I had a friend... who left."

Even when she's mad at being left out, Meroko can't bring herself to hate Mitsuki

Director: "There's a couple who've been here recently and they want to adopt Sora." Director: "But because Sora was looking forward to the concert so much," Director: "We decided to wait until afterward to finalize the paperwork." Director: "They say they can't adopt both of them."

Maybe she's also seeing Takuto in Taiki and not even realizing it. But the difference is Takuto doesn't have the directionless aggression of a troubled child
Takuto goes to leave. Mitsuki: "Where are you going?" Takuto: "I was planning on looking for your costume." Mitsuki: "You always pretend to be so mean, but you really are a nice person!" Takuto, blushing: "I'm not really that nice."

A forward keyword this time! That means Mitsuki's not in danger, but Takuto and Meroko's job IS to make sure she dies on schedule.
Meroko: "Another message just appeared in my book." The message says "confetti" Meroko: "It must be a reference to the stuff they prepared for the concert." Meroko: "In that case, we'll just have to gather up every bit of paper here."
