Neon can be grimey. I've seen it. Night city should be filthy, especially anything at street level. The image looks like it's brand new. I read Gibson, amongst many other things for the wonderful sense of decay.

You don't have any idea of the emotional stakes for the other person. Perhaps they're well aware of the shit day they're having and how they look, and your candour is what destroys them. You could always aim for situational awareness, and quiet kindness.

It's about how you say it, when, and in how much other company: not everyone is looking for unexpected candour. If you're not sure if someone wants some candour about their appearance and personal care, you could ask first.
