Why doesn't Canada completely bypass Donald Trump and start negotiating trade agreements directly with individual states?

Most of the states Canada currently trades with are against Trump's tariff policy.

Trump is setting up a compensation fund for the pardoned J6 rioters. The proposed amount wwould be $250k.

This will be funded with taxes paid by Americans who know J6ers are domestic terrorists.

It will paid tax-free, in addition to the salary they are collecting as ICE Agents.
