it all may sound confusing now, but overall it's a very simple procedure. Download, use software to install to flash drive, reboot, install OS, done! The internet is full of detailed guides on how to do it. The hardest part is picking what OS you want to install.

Once you get the OS image written to the flash drive you need to reboot your PC with the USB drive plugged in. You might need to change the boot order in BIOS, but usually PC will try to boot from the USB drive first. If you've done everything right you'll be able to install the OS from that drive.

Microsfot has its own software for that called "Media Creation Tool", you can download it form their official website. But you can google other tools (for example, there's one called "Rufus").

Just for example, I've had a HDD issue recently, too - my system was randomly losing connection with it, as if HDD was getting unplugged for a moment. Turned out the SATA cable I used for it was faulty. I swapped the cable and the issue went away.

If it's really hard drive, well, it's unpleasant then, but probably least troubling/costly to fix. In best case doing some checks and probably reinstalling the OS would work. In worst case just need to replace the hard drive. Any other hardware issue would have been worse.

Anyway, could you show a photo of that Radeon BIOS? Also, check if nothing is pressing any key on your keyboard. You can even unplug your keyboard to see if it changes anything.

POST is a test your BIOS performs every time it powers up. When POST is good (and if you have a beeper installed) your PC makes a short single beep by its end. If something is wrong it beeps in weird ways (long and short beeps) and/or shows something on screen. These beeps can tell what's wrong.
