Motorists pay for roads, yes? No. All tax payers pay for roads, not just motorists. Those who pay income tax and those who pay council tax are the ones who pay for roads, and that’s not just motorists. And anybody who buys anything in Britain also helps to pay for roads because VAT also contributes to the national coffers. Businesses which pay business rates also contribute into the national coffers. And that’s where the money for roads comes from: the consolidated fund, the treasury’s pot of cash that pays for everything. No taxation in the UK is ring-fenced i.e raised by one set of users, and spent on that set of users. But what about ‘road tax’? Clearly, the name says it all, you might think, it’s a tax that pays for roads! Sorry, no, ‘road tax’ doesn’t actually exist. It was abolished in 1937, along with the ‘road fund licence’. It’s now car tax, a UK tax on tailpipe CO2 emissions above 100gm per km*. It’s not now, and never has been, a fee to use roads. It’s often assumed that ‘road tax’ pays for Britain’s roads. In fact, it’s general and local taxation that pays for roads. Proceeds from Vehicle Excise Duty – a tax on vehicles, not a payment for use of roads – goes into the Consolidated Fund, the coffers of the Treasury. ‘Road tax’ – a ring-fenced pot of cash raised by motorists and to be spent on roads – was created in 1909, mortally wounded in 1926 by then Chancellor of the Exchequer Winston Churchill and no longer ring-fenced by 1937. Up until 1926, British roads had been – partially – repaired by the monies that accumulated from the tax on motoring. During the motorcar boom of 1896-1936, the British road network grew by just 4 percent, and the great majority of those new roads that were built were paid for not by motor taxation but from local authority funds.

In his closing speech, he said MacDonald's actions were the result of long-standing psychological conditions - including autism, PTSD and personality disorder - coupled with a number of events that "came crowding in as we approach 10 August". These were said to have included an increasingly difficult relationship with his wife, an osteopath treatment that left him in severe pain, and his discovery of a "pattern" of "flirty" late-night and early-morning text messages on his wife's phone between her and her boss. He said his client's autism meant he reacted very badly to the discovery of the messages.
