He isn't Chancellor, which is short for Chancellor of the Exchequer, ie Finance Minister. He is Chancellor of the Duchy of Lancaster which is a Minister Without Portfolio. He is apparently Minister for Intergovernnental Relations (ie within the UK) but the fancy title gives him Cabinet rank.
