If the uploaded video is already <=30fps, there is no need to force 30fps. One if statement fixes it. This would allocate more data per frame instead of forcing an artificially higher frame rate.

Result: For the 720p stream (there is also a 360p stream) it generated an h.264 30fps video at ~1Mb/s
