I think the third bullet implies the airline would transfer your bag without you having to grab it. But I haven't experienced this so I could be mistaken.

They're starting to change this. Unfortunately SEA isn't part of the program yet.

Most GA flights contribute minimally or not at all to FAA workload, so it wouldn't make a difference. That said, this action stinks of political motivation rather than being necessary for safety or other legit reasons.
