It's pretty telling that we have started to see actual "motions for administrative stay" from the government (and maybe other litigants, I dunno). A device that is supposed to be about the court's own docket management is now being invoked by parties, because they correctly perceive a benefit.

The cases cited at fn5 suggest the court should at least point to some new development, or something that only became clear through briefing and argument. Here, there seems to be nothing more than pure disagreement with the motions panel, based upon a procedural posture that was clear all along.

As a kid I used to read my mom's People magazine and they straight-up dropped the spoilers into their review, basically to ruin it for the 3 people who hadn't heard yet, a group which included me. I am still mad about this.
