I am not sure what the difference is, wealth is what you own, income is money you bring in, if he means taxing increases to wealth like interest on your savings [already taxed] or increase in the value of property owned [taxed when you sell]. So not sure what he means by a tax on this

We do tax passive as it has to be declared on self assessment trust me I'm a self employed writer and my royalties I pay tax on.
