He is dismantling the gov't by design. Why? Because his Hitler program “Project 2025” (“Mein Projekt”) calls for the destruction of the social safety net, & is intended to kill people off in large numbers through economic triage to fund tax cuts, mass deportations.

To call the pardons a "reward" for loyalty misses the point entirely of why he is doing it. Trump, like his fascist models Hitler, Mussolini, etal, is building a private Army, a combination of Nazi Germany's Brownshirts and Italy's Blackshirts, the "Squadristi."
