An "elemental dragon" can use a variety of elemental magic. Usually cast from the horns. I am unclear if she has breath powers or not (hasn't come up yet).
All others have a focus. I.E. a water dragon can use ice magic, but not fire or rock.

P.S. I think the male tail bands have other uses, but the story hasn't told me what those are yet if there are. :P
