A furlough lasting more than 30 calendar days (or over 22 discontinuous workdays) triggers RIF procedures under federal rules.
That means the agency must use formal RIF rules such as defining competitive areas, ranking employees, and giving notices to separate, reassign, or demote affected staff.

AFSCME and AFGE sued the Trump admin over threats to mass-fire federal workers during a shutdown. They argue OMB and OPM violated the law by ordering RIFs that strip back pay rights and misuse shutdown rules for partisan ends. The unions seek to block unlawful firings and defend public servants.

When the Def Sec addresses comparisons to 1930s Germany with “cool story,” that’s not reassuring, it is downright terrifying and alarming. Abrupt purges, secrecy, and loyalty tests for generals are not, I repeat, ARE NOT jokes. They are red flags for anyone who cares about constitutional democracy.
