My favorite game is Hook by Irem.
That's more an issue of single-player shooters having little emphasis on the skills of time pressured aiming and having a lower TTK than your enemy in the same way that multiplayer hitscan shooters have. Hitscan (and aim) has its own design space that people should explore too.

Hitscan shooters have a dozen things to modulate that enforce range. Damage distance falloff, recoil, kick, spread, bloom, sway, build-up and recovery rate for these, etc.

The issues with hitscan focus are a bit more nuanced than just lack of range differentiation.
