Forbidden as in bCanEverTick=false? Otherwise if the timer is doing what tick was meant to do you can set the Tick Frequency from 0 to 0.1. Timers are just ticks in a different part of the engine.

You can also use Initial Life Span / Set Life Span on an actor and Unreal will handle the Destroy.

Same, though then I ditched my utility ai implementation for a state machine graph. Currently investigating state trees to see if they can eventually become an all in one solution, but they are really terrible to debug right now.
