A few twists/turns aside (mainly rX) this is essentially the military’s system (both VA and active). Both have worked well enough for me.

Ha well I was already an E-6 on active when Vheissu came out so I’m an old; which likely accounts for the lack of overlap.

Unless you randomly procure it locally. Which means you have to have the exact funds necessary allocated ahead of time for something you have no idea how much it’ll cost because you have to find it randomly. Clear? Nope.

I can confirm this. When I was stationed at an embassy, getting a new couch in our restricted space was impossible adjacent. For the exact reasons you list.
