Certainly do not use that phrase. Their operations used to be under immigration and naturalization and should go back there. There is no reason for homeland security and all operations should be moved to other departments. TSA should be moved to transportation

No it is not. The CR will be done probably for a year. The campaign promise needs to be get rid of Homeland Security and put border issues back under the department of immigration and that is a presidential campaign
