"Habeas corpus" is a fundamental right in the Constitution. It essentially means "you have the body" and is a court order requiring someone holding a prisoner to bring them before the court. This allows the court to determine if the detention/imprisonment is lawful.
The President has no authority to suspend habeas corpus.

The Suspension Clause is found in Article I of the U.S. Constitution.

Article I defines the powers of Congress—not the President.
