Tracing seems like it would be no better than just using AI, however, I think there is wiggle room for new artists who want to use it for things like helping with composition. Feed some info into a bot to generate references to work from, etc, so long as in the end it's the artist making the art.

It's not a universal thing, but they have certain shops, usually gift and nick nack shops, where if you show your passport you won't pay tax. I believe there is a LIMIT to how much you can spend in those shops though.

Yeah, I didn't buy anything at the tax free shops either while I was in Tokyo.
