He's referring to the AI-altered video that Trump posted of Hakeem Jefferies in a sombrero during a press conference with Schumer. Kennedy is basically declaring that Trump might not like what he's saying, but he's going to say it anyway.

1) his regime is taking away crucial aid programs that his supporters largely use AND

I mean, go ahead and keep calling them "Democrat programs." As people of all political affiliations begin to feel the loss of these programs, they'll have him loudly labelling which party was trying to actually help all along.
