With this US Senate, this SCOTUS, and this Constitution, I don't see any of the parameters shifting for the better. My assumption is actually that it's far worse than it was in 2009-2010, and the system would reject any reform at all.

Well, post-Bush people had a strong urge to undo the surveillance state, reform the banking sector, and dial back the political power of billionaires.

None of that happened. The CFPB was gutted before passed, and so was Dodd-Frank. They don't fear the backlash, they can defang it in due course.
