SteamOS doesn't currently support multiple monitors in Game Mode. So, it's essentially a Desktop Mode-only accessory.

It looks like you're plugged into the display's side port instead of its back port. The side port only provides passthrough power.

After startup, tap Steam menu > Power > Desktop Mode to enter Desktop Mode.

In Desktop Mode, open the Settings app; select the Display menu from the lefthand pane. If your display's recognized, you'll see two boxes on this screen. Click on the one not labeled "Built In Display" for extra settings.

Did you check your display settings in Desktop Mode? It's possible you're not set up to expand to external displays.
