If 2026 brings a record-setting progressive midterm victory, it's a tune we've heard before. The country shifted back 2-3 cycles later. A better question is: which direction is our political center-line that we oscillate around shifting, and how wild are the oscillations?

This is a good analysis for wonks, but this is playing much differently for the majority of the country. Democrats are getting hammered on both sides of the aisle right now. If they secure something big between now and January, they could flip the current narrative, but that’s yet to be seen.

Two members of City government are making two opposite claims, and unsurprisingly so are their supporters. It’s foreshadowing that this is playing out similarly to cuts proposed during the spring budget process (which failed), and proponents for the cuts are now playing defense on IRP‘s merits.

It‘s best everyone wait to hear from program administrators on Wednesday. City Council‘s authority under the new charter isn’t direct administration over City Bureaus, let alone individual service areas, and we’ve yet to see how delimited the original budget was for IRP‘s various service areas.

We won’t know until Wednesday what the impacts of a 32% budget cut to IRP will be. We will probably learn about previous year splits on spending by IRP service areas as well as program administrators explaining which service areas would be impacted by the cuts.

Cutting funds to the Impact Reduction Program would cut funds from local non-profits that provide workforce training and mentoring to the homeless community, like G.L.I.T.T.E.R. and Clean Start.

The Impact Reduction Program also provides trash abatement, which is essential in maintaining clean, walkable sidewalks for all Portlanders. We shouldn‘t cut their budget.

They didn't waste any time.

"...officers have contacted over 100 people in the first five days...issued 83 warnings, and handed out seven citations...Forty people were arrested, mostly on outstanding warrants. Ten people were booked on new charges unrelated to the camping law."
