Just because something has a lot of harms doesn't mean it is nessecarily good policy to ban it, as there can be a lot of unintended consequences that only become apparent once you implement a policy.

I'm confused. Generating electricity uses water.

United utility supplies 1,800 million litres A DAY. That additional 124 million liters from power generation (that probably uses industrial water not utility) is 0.02% of United Utilities supplied water.

It just doesn't seem very significant

So in 2030 they will have gotten this 2020 technology working. I expect the Dutch to have made massive progress by then. It will leave China exactly where it is now, at least a generation behind the cutting edge
