In my company we put most things in internal. I thought this was a bit annoying at first but realized the strength in consciously making your API public and default to private. One of the reasonable as you mentioned.

One thing that somewhat works for me is to treat it like the gym. Just sit down open the thing and write one line / tick off one small task and usually it starts flowing. Worst case you close it with a small win.
