I feel like it's more of a natural result of different groups of people finding something they like about media. What you take issue with happens regardless of popularity, it's whether such folks perceive themselves to be opposed enough that they decide to present themselves more loudly.

idk what to do with Katarina, you can't make her not break with a few ham sandwiches if you don't rework her, but I would prefer if she wasn't reworked. Perhaps something like making the level 2 cost more to play each time she was summoned (max 10 mana)? Could be overkill though.

I think that for Ryze and Fiora, you could tone down the insta-win to huge board and/or resource advantage. Perhaps Fiora could just be like board advantage + face burn, while Ryze makes it so that you get like 1-2 free turns (under the idea that Ryze's kit doesn't prioritize pushing damage).
