The study shows conditionality is losing bite. 🇪🇺 elites say candidates lack reform commitment. In 🇦🇱🇧🇦🇽🇰🇲🇪🇲🇰🇷🇸, many point to double standards & politicization. For 🇺🇦🇲🇩, security now overshadows it, while 🇬🇪 sees it as key for reforms but fears unpredictability. 3/4

The study shows the EU🇪🇺 balancing many demands: defend territory from military threats, protect citizens from cyber and hybrid attacks, stabilize its neighbourhood, and build a stronger #defence industry. Together, these tasks show the scale of change now underway.

Europe’s security order is under heavy strain. Russia’s 🇷🇺 war on #Ukraine🇺🇦 , doubts about #USA🇺🇸 commitment, and China's🇨🇳 rising influence are forcing the #EU🇪🇺 to rethink its role.

The report argues Europe cannot stay passive; it needs the capacity to act.

- 🇷🇺 seen as a threat to European peace by 54%;
- 🇨🇳 seen as a threat by 28%;
- 🇹🇷 is largely seen as a partner, with only 13% viewing it as a threat.

🇪🇺 EU & NATO

Support for 🇪🇺 membership is strong:
- 94% in 🇦🇱 & 🇽🇰, 84% in 🇺🇦
- However in 🇷🇸 only 40%
NATO is backed by 63% overall, but in 🇷🇸 85% oppose.

Across the region, citizens point to 3 main future concerns:

- Corruption 35% overall: highest 67% in 🇧🇦 and 55% in 🇦🇱;
- Skilled workers leaving 27% overall: highest 56% in 🇲🇰, 41% in 🇽🇰;
- Unemployment 20% overall: highest 44% in 🇽🇰, 33% in 🇲🇪.
