100% A focus on reducing total emissions has, since at least the 1970s, effectively sidestepped our ability to critique and target fossil fuel extraction and use. Thinking of climate change in terms of diffuse emissions creates diffuse political responses.
This is exactly why, I argue, we need to stop talking about the need to "reduce emissions" and start talking about the need to "phase out fossil fuels."
