Ok, awesome, I would establish the distance first then and let the speed come later. That’s what I would do / have done, but we’re all different and whatever works for you.

Ok, but I think speed can come when you’re comfortable with the distance, I think it’s hard to sustain speed if you get out of breath, and maybe not wise. Depends on so many factors. Increasing cardio exercise, regular gym or yoga, and as someone else said, interval training’s good too.

Why do you need to run a bit faster? Personally I would concentrate on just running the distance whatever the time - increasing the distance a little every week or so but at a manageable pace - once you’re comfortable with that then you can look at increasing the speed, if you actually need to.

The OBR was introduced by George Osborne to justify austerity. Given the Tories changed its fiscal rules whenever it suited them, it’s pretty much irrelevant when it comes to defining budgets.
