Minneapolis does something similar, though there are special metal grates around those trees so there's a couple inches of vertical space between the walking surface and the tree area. I think that the sidewalk is slightly sloped to channel water towards the trees

What I'm really hoping is for is a solution that allows a run of the mill ev to serve as a whole house backup. The battery packs are huge and could run a house for days in an outage, then you could just drive to somewhere with power, recharge, and run the house for days more.
