Analyzing Smart Specialization priorities in 102 European regions, we find that these strategies tend to be more effective in boosting labor productivity when they build on preexisting technological strengths.

We introduce a novel framework that examines how the entrepreneurial discovery process (EDP) identifies new growth opportunities and the role of technological relatedness in setting industrial priorities.
