The responsibility lies with Trump. His administration granted asylum to the shooter, and his decision to send the military into cities set the conditions that led to a National Guard member being fatally shot. This tragedy stems directly from his actions.

21-25 when Biden was president the Epstein files were under strict federal court orders. Federal judges controlled the records to protect the privacy of trafficking victims including minors. No president can bypass federal judges to release sealed court evidence to the public.
