Downtown Portland has been struggling since the pandemic, with foot traffic down by about 40% from pre-COVID levels. The city’s high concentration of remote workers has left Portland with one of the highest office vacancy rates in the nation, with roughly a third of offices sitting empty. That, in turn, has reduced the number of potential customers for nearby retailers. Homelessness and public drug use have discouraged visitors, too, though crime rates have dropped considerably over the past few years.
