If the policy change truly reduces risk and improves choice, then there should be no future disease burden. So fund a liability endowment. If they’re right, the money is never used. If they’re wrong, there’s protected capital for the children who suffer.

Republicans take this seriously. They stay on message. They write—and read—books about it. They’ve been at this for a long time: Frank Luntz helped craft the 1994 Contract with America and published Words That Work in 2007. Power doesn’t come only from how you use words, but it helps.
