I think it's more accurate to call it "the nation with the richest individuals" - IMO a nation itself is not rich if the majority of its people are struggling.

I think it's a grave mistake to keep framing this as incompetence. It's intentional, it's malicious, and it has been part of their brand all along. We give them too much credit when we call them incompetent - it allows them to retain a shred of humanity. This is them operating as designed.

And steal other people's labor, based on tales I've heard of the treatment of workers in one's companies, and refusing to pay contractors by the other.
