Heated discussion on the fate Bosnian Muslims continued, and in the RS Assembly's seventeenth session, held two months later, Karadžić further rationalized his own genocidal intentions. He explained that Serbs could not live "in a unified state" with Muslims and said further that "Europe does not desire and not dare allow the creation of an Islamic state.... They want us and the Croats to remain in a unified Bosnia so that we can control the Muslims." This was one of a number of statements Karadžić made to the Assembly over time that indicated he felt Europe had given him the green light for genocide. He told the delegates: "We well know, where fundamentalism arrives, you cannot live anymore. There's no tolerance. By means of a high birth rate, [Muslims] have increased four times, and we Serbs have not increased, nor did the Christians in Lebanon increase because they lacked that Oriental mentality that Islam bestows. Serbs and Croats together by birth rate cannot control the intrusion of Islam into Europe, for in 5-6 years, in a unified Bosnia, the Muslims would be over 51 percent...

page 67 of Genocide on the Drina River, by Edina Bećirivić ...General Ratko Mladić took the floor and, in lay terms, explained that these goals could not be attained without genocide, since "people... are not pawns nor are they keys in one's pocket that can be shifted from here to there." It was apparently clear to Mladić at that early date that the plan envisaged by the Serb political leadership could not be put into practice without the forced elimination of Bosnian Muslims. If they hadn't grasped it before, Serb military and political leaders couldn't help but become aware of the likely consequences of their actions once Mladić had spoken. And Mladić seemed to accept genocide as enough of a likelihood that he sought to raise awareness of the international dimension of genocide among his colleagues: "We have to put a ring around the dragon's head of Sarajevo this very moment, and only those whom we let out should be allowed out.... We mustn't say that we are going to destroy Sarajevo. No, we will not. We want to preserve Sarajevo, we need Sarajevo. We are not going to say that we are going to destroy the power supply pylons or turn off the water supply, no, because that would get America out of its seat, but.... well, one day there is no water at all in Sarajevo.... We have to wisely tell the world, it was they who were shooting, hit the transmission line and the power went off, they were shooting at the water supply facilities... [and] we are doing our best to repair this, that is what diplomacy is." (part 1; see next post for part 2)

some thorough reporting here on how Eugene, OR's model CAHOOTS program was killed in the town where it started, as good intentions met the legislative process & original intent was mangled in the final language of legislation...

The initial draft of the bill mirrored the CAHOOTS model — a medic and a crisis worker — with a local contribution match. The final version, however, was broadened to build Oregon’s entire behavioral crisis system and redefine mobile crisis workers as qualified behavioral health workers. “When the final language of the CAHOOTS Act was presented to us, we were like, hold on, this doesn’t have medics. Hold on, this allows these teams to do holds. What’s all this?” Swift said. The act also required states to meet new SAMHSA (Substance Abuse and Mental Health Services Administration) standards to qualify for Medicaid funding — standards CAHOOTS didn't meet. Each mobile crisis team would need two behavioral health workers, 72-hour follow-ups, countywide coverage, and regular collection of personal data for Medicaid billing.

We’ve received credible information that ICE has already displaced the U.S. Coast Guard Air Rescue team in Newport — clearing the way for what appears to be a new regional detention facility that could hold up to 500 people. Local and state officials are raising alarms after learning that the Coast Guard rescue helicopter, which had operated in Newport for nearly 40 years, was recently relocated. That helicopter has been responsible for countless life-saving missions — from rescuing fishermen caught in violent storms to responding to plane crashes and maritime emergencies off the Oregon Coast. Removing it from Newport isn’t just a bureaucratic change — it’s a direct threat to public safety. When every second counts, moving the air rescue unit farther away could mean the difference between life and death. In 2019, for example, a fishing vessel capsized near Yaquina Bay. The Newport air crew arrived within minutes — and saved all three on board. If this new setup had been in place back then, help might have arrived too late. Now, instead of strengthening coastal safety, federal officials appear to be prioritizing a mass detention facility over community well-being.

The measure, which would mean shipowners pay a small charge on the CO2 produced by their vessels and have incentives to seek cleaner fuels and upgrade their ships, was passed in a majority vote in April. But under the complex rules of the world’s shipping regulator, that vote had to be reaffirmed at a further meeting this week. For months, the US – which walked out of the April talks – put pressure on other countries to reject the move. In the past fortnight, this was stepped up to what some countries said amounted to an unprecedented campaign against them. The US threatened countries, and individual officials, with tariffs, penalties and visa revocations if they supported the pricing mechanism.

Regional EPA officials are telling people to wash the soot off any outside surfaces of their homes and to wash their hands if they come into contact with it, but there are still no definitive answers on what chemicals are contained in the black, oily sludge streaked across residents’ properties. It is not typically standard for residents to handle possibly hazardous debris entirely on their own after an explosion — especially when oil or chemical contamination is plausible. However, an EPA spokesperson said the fire did not warrant providing residents with federal cleanup support.

Our offices have been banned from broadcasting in the occupied West Bank and Jerusalem. In Gaza, Israel has killed eight Al Jazeera journalists. These acts are part of a broader effort to suppress the truth emerging from Gaza silencing journalists through direct threats or targeted killings. The deliberate targeting of Anas and Mohammed, amid the looming military invasion of Gaza City, was intended to prevent Al Jazeera's journalists from exposing Israel's potential crimes. Israel orchestrated an incitement campaign against Anas and many other journalists to create a false pretext for their killing. Yet no matter the cost even if it is our own lives, our coverage will continue. The truth will not be buried.

In dry bureaucratic language, the memo outlines a plan to revoke citizenship from the children of both immigrants who lack permanent legal status and many lawful residents, including visa holders, Dreamers, and asylum-seekers. It envisions intrusive federal review of parents’ papers—quite possibly in the hospital, before or shortly after birth—to gauge the newborn’s legal status. And it paves the way for people who spend their entire lives in the United States to be deported to countries in which they’ve never stepped foot, or to be condemned to the limbo of statelessness. To this administration, inflicting these unconstitutional harms isn’t a mere byproduct of the plan. It’s the whole point.

John Gast’s 1872 American Progress is perhaps the best-known image of the nineteenth-century American concept of Manifest Destiny. Painted twenty-four years after the United States literally “won the west,” taking half of Mexico’s territory as spoils of war, and eighteen years before the U.S. Census Bureau proclaimed that there was no longer an identifiable American frontier, Gast’s vision of Manifest Destiny is both self-confident and self-congratulatory. American territorial expansion literally brings light to darkness in this painting. An allegorical female representation of “ American Progress” (with the “star of empire” on her forehead) leads the pioneers westward, schoolbook in hand, along with the great technological advances of the era, the telegraph and railroad. Wild animals flee as she nears, and bare-breasted Native-American women make way for a white family in a covered wagon.... The first thing that strikes the viewer, of course, is the scantily clad and well-formed flying woman who dominates the painting. So focused is Gast’s allegorical figure on her civilizing project that she fails to note that her translucent gown is in imminent danger of sliding off. Why did Gast represent “American Progress” as a woman, when so many of the iconic nineteenth-century images of western settlement were male? The gold-rush migrant, the U.S.-Mexico War soldier, the fur trapper, and the frontiersman were all exemplars of masculinity in the middle decades of the century. Yet it is difficult to envision “American Progress” in any of these forms, indeed in any male form at all. It is the benign domestic influence of our allegorical figure, and of the white women in that covered wagon, Gast seems to indicate, that is responsible for the smooth and uplifting transformation of wilderness into civilization. The benevolent domestic presence obscures the violent process through which the United States gained control of the region.

I thought, the sooner I climbed up the ladder, the sooner all three of us would be on the truck, and all of this would come to an end. Halfway up the ladder, I heard an order shouted behind me: “You, get down! Over here!” and I heard a commotion. I climbed up the few remaining steps and turned around. Mother was sitting in front of the ladder, waving her hands, and down the road, a soldier was pushing my father with a rifle. I couldn’t see anything else, besides the three of us and that soldier. I went stiff. Father was being forced by the soldier into a ditch by the road, while another was yelling at mother to make her climb up. Mother grabbed me, completely petrified and carried me deeper into the truck. I was still looking towards father. He was standing in the ditch. He turned around towards us to see us out. When he saw I was looking at him, he put his finger over his mouth as to tell me “shhhhhh”, and waved his hand as if to say “go”.
