The problem is that the odds of winning even with multiple smaller prizes is still infinitesimally small for an individual so people would rather spend money on a minute chance of winning millions than a slightly less minute chance of wining thousands. Lotteries sell the dream.

The correct and much better solution already exists in the form of matrix LED headlights that alter the beam shape actively to put dark areas over any other vehicles identified by the in-car camera.

Who decides what constitutes 'professional success' - the company that doesn't want to pay the pension or the worker who wants it regardless ? Set some arbitrary targets like governments do ? And success over what period ? The 40 year employment span or the last few years ?
