So if he won't use threats and intimidation against China and Russia, that must mean he thinks they are strong and his US is weak.. .

As a foreigner, I just don't understand why Congress doesn't actually DO some of this stuff??

As the US President ignores Court Orders, treats the US Constitution with contempt, and casually breaks the Law both domestic and international, why should you, just a citizen obey any rules or laws?
