It’s the next step. Once you have tiers, you start holding leaders accountable for the number of people in lower cost regions, or you make rules like “all backfills are Tier 2”. I’ve definitely seen/experienced both of those.

Exactly. Many companies now have multiple tiers for US pay ranges. Tier 1 is usually SF, Seattle and NYC. Tier 2 is other major cities. Tier 3 is everywhere else.
