It still needs to be for cause and have documented performance and/or misconduct reasons. Typically, a probationer has to have at least one counseling in the file before termination.

Were these career employees with job protections under Title 5? Insubordination is a legal term with a high burden of proof, I suggest those employees obtain an employment attorney. I mean, I understand that the law doesn’t mean anything anymore but they were upholding policy of the organization
