You may be labouring under the incorrect assumption that a PSR’s envelope of detection is bounded by consistent vertical ‘wall’ to 35,000ft (or thereabouts). The form of a regular cylinder of radius, say, 60NM, if you will.
That’s not the case. It’s messy, range is irregular across altitudes.
