Why not raise state taxes on the many high income people who benefited from the BBB in MA and direct that money to support R&D in sectors that will lose federal support?

The only abuse of the tenure system I can think of is that a bunch of white men who got tenure in the 1960s, 1970s, and 1980s (when the competition was a little easier, I wonder why?) are not retiring to make way for young talent.
