In Final Fantasy XIII, most of the characters start with two ATB bars, and gain a third after they are "branded" by a fal'Cie in the story.
Vanille has three ATB bars before this event, though- it's a coy indication she is already branded before meeting the rest of the party.

This is a level of GFY that's actually kind of impressive. They don't just give you the Game Over and spit you back at last save, they make you haul the survivors back to town and have to pay to revive the two losers that took a stroll into the pretty black hole. 😭
