It will still meter with the first counter. It doesn’t have abilities, so it won’t trigger to get “tap: add C”. But if the blood moon leaves, when it ticks up to 2, it will get the construct ability, and likely will never get the ability to tap for C unless you remove the counter at some point

does the copied spell copy the alternative casting cost to generate a non-creature permanent? Seems like the intent would be to have the token copy be a non-creature permanent, but considering the token copy came from a spell that wasn't cast, I could see the interpretation of it being a creature2/2
