My attempt to make sense of how changing international order influences international legal interpretation, exploring shifts in views of economic security + economic coercion, from postwar developing state proposals through recent resuscitations by US, EU, & others: papers.ssrn.com/sol3/papers....
The International Order, International Law, and the Definition of Security
As economic security has seemingly moved to the center of American and European foreign policy, both the United States and the European Union have broadened the

Mary McCord, former Acting Assistant AG for National Security, and I teamed up on Qs Senators should ask #Bondi at her Judiciary Committee hearing on Tuesday, on strikes that have killed 17 people to date.

The implications are serious. Consider a few of the Qs:

Finding the balance between describing what's new and unique about a situation and what just part of the natural ebb and flow well-explained by others before is one of most difficult scholarly tasks. The best I can do is aspire to it.

I do think it can be valuable to try to describe what makes any particular moment tick even while fitting it into longer standing narratives.
harlangcohen.bsky.social
Sure. That's fair. As you would say, nothing new under the sun and all.

I'm a lawyer though. I have very little stake in this fight. My main concern is whether rules map onto what people want to do in the world, which absolutely does ebb and flow over time.

Can I ask a different Q? What are the stakes of fighting over the label?

FWIW, tend to think geoeconomics' value comes less from describing an area of study than extent it captures a paradigmatic way of thinking animating policymakers at a particular time. In sense, it's meant to capture a "fad."

@ntinatzouvala.bsky.social, it's a good Q. (I feel shamed.) All I've seen from an external perspective has been @monapaulsen.bsky.social's look at the US-Japan "deal." It's a testament to how different things look from 6 (3?) months ago. Perspective's rough when you're just trying to keep up...

I've read and coded every War Powers Report ever sent to Congress (check them all out, with interactive graphics and a searchable database 👇), and this one on #Trump's attack on an alleged drug smuggling vessel in the Caribbean stands out. I'll explain below:
